1. 국외건설계약 체결, 수출신용장 개설, 외국인과의 합작사업 계약 체결 등 구체적인 사업계획의 추진을 위하여 출국하려는 경우
2. 국외에 거주하는 직계존비속이 사망하여 출국하려는 경우
3. 제1호 및 제2호의 사유 외에 본인의 질병 치료 등 불가피한 사유로 출국금지를 해제할 필요가 있다고 인정되는 경우
