제23조(청문) 국토교통부장관, 시ㆍ도지사, 시장ㆍ군수 또는 구청장은 제21조에 따라 토지거래계약 허가의 취소 처분을 하려면 청문을 하여야 한다.

① The Minister of Land, Infrastructure and Transport, the Special Metropolitan City Mayor, the Metropolitan City Mayor, the Provincial Governor, or the Mayor, County Governor, or head of a District Office shall hold a hearing if they are to revoke a permission for a land transaction contract under Article 21.
