제13조 영주권자의 처우

국가 및 지방자치단체는 대한민국에 영구적으로 거주할 수 있는 법적 지위를 가진 외국인(이하 "영주권자"라 한다)에 대하여 대한민국의 안전보장ㆍ질서유지ㆍ공공복리, 그 밖에 대한민국의 이익을 해치지 아니하는 범위 안에서 대한민국으로의 입국ㆍ체류 또는 대한민국 안에서의 경제활동 등을 보장할 수 있다.
The State and local governments may guarantee the entry and sojourn into the Republic of Korea or economic activities within the Republic of Korea for foreigners who have a legal status allowing permanent residence in the Republic of Korea (hereinafter referred to as "permanent residents"), within the scope that does not harm the security of the Republic of Korea, the maintenance of order, public welfare, or other interests of the Republic of Korea.
제12조제1항은 영주권자에 대하여 준용한다.
Article 12(1) shall apply mutatis mutandis to permanent residents.
