제16조(전문외국인력의 처우 개선) 국가 및 지방자치단체는 전문적인 지식ㆍ기술 또는 기능을 가진 외국인력의 유치를 촉진할 수 있도록 그 법적 지위 및 처우의 개선에 필요한 제도와 시책을 마련하기 위하여 노력하여야 한다.
