제17조(과거 대한민국국적을 보유하였던 자 등의 처우) 국가 및 지방자치단체는 과거 대한민국의 국적을 보유하였던 자 또는 그의 직계비속(대한민국의 국적을 보유한 자를 제외한다)으로서 대통령령으로 정하는 자에 대하여 대한민국의 안전보장ㆍ질서유지ㆍ공공복리, 그 밖에 대한민국의 이익을 해치지 아니하는 범위 안에서 대한민국으로의 입국ㆍ체류 또는 대한민국 안에서의 경제활동 등을 보장할 수 있다.

Translation

The State and local governments may guarantee entry into and sojourn in the Republic of Korea, or economic activities within the Republic of Korea, etc., to a person who formerly held Republic of Korea nationality, or his/her lineal descendant (excluding a person who holds Republic of Korea nationality) as prescribed by Presidential Decree, within the scope that does not harm the security, maintenance of order, public welfare, or other interests of the Republic of Korea.
