1. 천재지변이 발생한 경우
2. 월간 구직급여 수급자격의 인정을 신청한 사람의 수를 매월 말일의 피보험자수로 나누어 얻은 비율(이하 "수급자격신청률"이라 한다)이 연속하여 2개월간 100분의 1을 초과하는 경우
3. 법 제53조에 따른 특별연장급여의 지급이 결정된 경우
