고용노동부장관은 보험사업에 필요한 재원에 충당하기 위하여 고용보험기금(이하 "기금"이라 한다)을 설치한다. <개정 2010.6.4>
The Minister of Employment and Labor shall establish the Employment Insurance Fund (hereinafter referred to as the "Fund") to cover the financial resources necessary for insurance business. <Amended by Act No. 10384, Jun. 4, 2010>

기금은 보험료와 이 법에 따른 징수금ㆍ적립금ㆍ기금운용 수익금과 그 밖의 수입으로 조성한다.
The Fund shall be formed with insurance premiums, collected amounts, reserves, profits from the operation of the Fund, and other revenues under this Act.
