외국환거래를 원활하게 하기 위하여 「국가재정법」 제5조에 따른 기금으로서 외국환평형기금을 설치한다.
To facilitate foreign exchange transactions, the Foreign Exchange Stabilization Fund shall be established as a fund under Article 5 of the State Finance Act.
외국환평형기금은 다음 각 호의 재원(財源)으로 조성한다. <개정 2011.4.30>
1. 정부로부터의 출연금 및 예수금
2. 외국환평형기금 채권의 발행으로 조성된 자금
3. 외국정부, 외국중앙은행, 그 밖의 거주자 또는 비거주자로부터의 예수금 또는 일시차입금
4. 제6조제1항제2호 및 같은 조 제2항에 따른 예수금
5. 제11조의2에 따른 외환건전성부담금 및 제11조의3제3항에 따른 가산금
6. 그 밖에 외국환거래의 원활화를 위하여 필요한 자금 등 대통령령으로 정하는 자금
The Foreign Exchange Stabilization Fund shall be formed with the following sources of funds: <Amended by Act No. 10654, Apr. 30, 2011> 1. Contributions and deposits from the Government 2. Funds raised by issuing Foreign Exchange Stabilization Fund bonds 3. Deposits or temporary loans from foreign governments, foreign central banks, and other residents or non-residents 4. Deposits under Article 6 (1) 2 and Article 6 (2) 5. The financial institution stability contribution under Article 11-2 and the surcharge under Article 11-3 (3) 6. Funds prescribed by Presidential Decree, such as other funds necessary to facilitate foreign exchange transactions
외국환평형기금은 다음 각 호의 방법으로 운용한다. 다만, 제2항제5호에 따른 외환건전성부담금 및 가산금으로 조성된 외국환평형기금의 경우에는 제2호의 방법 또는 제4호 중 금융회사등에 대한 외화유동성 공급을 위한 거래에 한하여 운용한다. <개정 2011.4.30>
1. 외국환의 매매
2. 한국은행ㆍ외국정부ㆍ외국중앙은행 또는 국내외 금융회사등에의 예치ㆍ예탁 또는 대여
3. 외국환업무취급기관의 외화채무로서 국가가 보증한 채무를 상환하기 위하여 국가가 예비비 또는 추가경정예산으로 지급하기 전까지 국가를 대신하여 일시적으로 하는 지급
4. 그 밖에 외국환거래의 원활화를 위하여 필요하다고 인정되어 대통령령으로 정하는 방법
The Foreign Exchange Stabilization Fund shall be operated by the following methods. However, in the case of the Foreign Exchange Stabilization Fund formed with the financial institution stability contribution and surcharge under Article 2 (5), it shall be operated only by the method under Article 2 or by transactions for the supply of foreign currency liquidity to financial institutions, etc. under Article 4: <Amended by Act No. 10654, Apr. 30, 2011> 1. Buying and selling of foreign exchange 2. Deposits or trusts with, or loans to, the Bank of Korea, foreign governments, foreign central banks, or domestic and foreign financial institutions, etc. 3. Temporary payments made on behalf of the State, to repay debts of foreign exchange dealers which are guaranteed by the State, until the State makes payments from its reserve funds or supplementary budgets 4. Other methods prescribed by Presidential Decree deemed necessary to facilitate foreign exchange transactions
제3항제3호에 따라 외국환평형기금에서 채무를 대신 지급한 경우 정부는 이를 보전(補塡)하는 조치를 하여야 한다.
When a debt is paid on behalf of the State from the Foreign Exchange Stabilization Fund under Article 3 (3), the Government shall take measures to reimburse it.
제2항과 제3항에 따른 외국환평형기금의 조성 및 운용은 내국지급수단 또는 대외지급수단으로 할 수 있다.
The formation and operation of the Foreign Exchange Stabilization Fund under paragraphs (2) and (3) may be conducted in Korean won or in foreign currency.
외국환평형기금은 재정경제부장관이 운용ㆍ관리한다. <개정 2025.10.1>

Matters necessary for the operation and management of the Foreign Exchange Stabilization Fund, interest on deposits, and the issuance of Foreign Exchange Stabilization Fund bonds shall be prescribed by Presidential Decree.
재정경제부장관은 제2항에 따라 외국환평형기금에 예치된 자금에 대하여 대통령령으로 정하는 바에 따라 예치증서를 발행할 수 있다. 이 경우 재정경제부장관은 그 예치증서의 사용 용도를 정할 수 있다. <개정 2025.10.1>
The Minister of Strategy and Finance may issue deposit certificates for the funds deposited in the Foreign Exchange Stabilization Fund under paragraph (2), as prescribed by Presidential Decree. In this case, the Minister of Strategy and Finance may determine the usage of such deposit certificates. <Amended by Act No. XXXX, Oct. 1, 2025>
제2항제2호에 따른 외국환평형기금 채권을 발행하는 경우에는 「국채법」 제4조를 적용하지 아니한다.
When issuing Foreign Exchange Stabilization Fund bonds under paragraph (2) 2, Article 4 of the National Bonds Act shall not apply.
재정경제부장관은 외국통화로 표시하는 외국환평형기금 채권 발행액의 변경 범위가 해당 회계연도의 외국환평형기금 기금운용계획에 따른 외국통화 표시 외국환평형기금 채권 발행액의 10분의 2를 초과한 경우에는 변경명세서를 국회 소관 상임위원회 및 예산결산특별위원회에 제출하여야 한다. 이 경우 변경명세서에는 외국환평형기금 채권의 발행 및 상환 내역과 변경 사유 등이 포함되어야 한다. <개정 2025.10.1>
When the scope of change in the amount of Foreign Exchange Stabilization Fund bonds denominated in foreign currency issued by the Minister of Strategy and Finance exceeds 2/10 of the amount of foreign currency-denominated Foreign Exchange Stabilization Fund bonds to be issued according to the Fund Management Plan for the relevant fiscal year, the Minister of Strategy and Finance shall submit the statement of changes to the standing committee of the National Assembly in charge and the Special Committee on Budget and Accounts. In this case, the statement of changes shall include details on the issuance and redemption of Foreign Exchange Stabilization Fund bonds and the reasons for the changes. <Amended by Act No. XXXX, Oct. 1, 2025>
