제2조(사용자인 기관장) 「국민건강보험법」(이하 "법"이라 한다) 제3조제2호나목에서 "대통령령으로 정하는 사람"이란 별표 1에 따른 기관장을 말한다. 다만, 법 제13조에 따른 국민건강보험공단(이하 "공단"이라 한다)은 소관 업무를 능률적으로 처리하기 위하여 필요하다고 인정할 때에는 기관의 소재지, 인원, 그 밖의 사정을 고려하여 별표 1에 따른 기관장에게 소속되어 있는 기관의 장을 사용자인 기관의 장으로 따로 지정할 수 있다.
