1. 해당 세대와 가계단위 및 생계를 달리하여 공단에 세대 분리를 신청한 사람
2. 별표 2 제3호라목에 따른 희귀난치성질환자등으로서 본인부담액을 경감받는 사람
3. 「병역법」 제21조 또는 제26조에 따라 소집되어 상근예비역 또는 사회복무요원으로 복무하는 사람
4. 「대체역의 편입 및 복무 등에 관한 법률」 제17조에 따라 소집되어 대체복무요원으로 복무하는 사람
