국민건강보험공단은 가입자 또는 피부양자가 신청하는 경우 건강보험증을 발급하여야 한다. <개정 2018.12.11>
The National Health Insurance Service shall issue a health insurance card to a subscriber or dependent upon application. <Amended by Act No. 15931, Dec. 11, 2018>
가입자 또는 피부양자가 요양급여를 받을 때에는 제1항의 건강보험증을 제42조제1항에 따른 요양기관(이하 "요양기관"이라 한다)에 제출하여야 한다. 다만, 천재지변이나 그 밖의 부득이한 사유가 있으면 그러하지 아니하다.
When a subscriber or dependent receives medical care benefits, they shall submit the health insurance card under paragraph ① to a medical institution under Article 42 (1) (hereinafter referred to as "medical institution"). Provided, however, that this shall not apply in cases of natural disaster or other unavoidable reasons.
가입자 또는 피부양자는 제2항 본문에도 불구하고 주민등록증(모바일 주민등록증을 포함한다), 운전면허증, 여권, 그 밖에 보건복지부령으로 정하는 본인 여부를 확인할 수 있는 신분증명서(이하 "신분증명서"라 한다)로 요양기관이 그 자격을 확인할 수 있으면 건강보험증을 제출하지 아니할 수 있다. <개정 2023.12.26>
Notwithstanding the main sentence of paragraph ②, a subscriber or dependent may not submit a health insurance card if the medical institution can verify their eligibility using their resident registration card (including a mobile resident registration card), driver's license, passport, or any other identification document that can verify identity as prescribed by the Ordinance of the Ministry of Health and Welfare (hereinafter referred to as "identification document"). <Amended by Act No. 18743, Dec. 26, 2023>
요양기관은 가입자 또는 피부양자에게 요양급여를 실시하는 경우 보건복지부령으로 정하는 바에 따라 건강보험증이나 신분증명서로 본인 여부 및 그 자격을 확인하여야 한다. 다만, 요양기관이 가입자 또는 피부양자의 본인 여부 및 그 자격을 확인하기 곤란한 경우로서 보건복지부령으로 정하는 정당한 사유가 있을 때에는 그러하지 아니하다. <신설 2023.5.19>
When providing medical care benefits to a subscriber or dependent, the medical institution shall verify their identity and eligibility using a health insurance card or identification document as prescribed by the Ordinance of the Ministry of Health and Welfare. Provided, however, that this shall not apply when there is a justifiable reason prescribed by the Ordinance of the Ministry of Health and Welfare where the medical institution has difficulty verifying the identity and eligibility of the subscriber or dependent. <Newly Inserted by Act No. 19409, May 19, 2023>
