제3조의2 국민건강보험종합계획의 수립 등

보건복지부장관은 이 법에 따른 건강보험(이하 "건강보험"이라 한다)의 건전한 운영을 위하여 제4조에 따른 건강보험정책심의위원회(이하 이 조에서 "건강보험정책심의위원회"라 한다)의 심의를 거쳐 5년마다 국민건강보험종합계획(이하 "종합계획"이라 한다)을 수립하여야 한다. 수립된 종합계획을 변경할 때도 또한 같다.
The Minister of Health and Welfare shall establish a comprehensive national health insurance plan (hereinafter referred to as "comprehensive plan") every five years after deliberation by the Health Insurance Policy Review Committee established under Article 4 (hereinafter referred to as "Health Insurance Policy Review Committee" in this Article) for the sound operation of health insurance under this Act (hereinafter referred to as "health insurance"). The same shall apply when changing the established comprehensive plan.
종합계획에는 다음 각 호의 사항이 포함되어야 한다.
1. 건강보험정책의 기본목표 및 추진방향
2. 건강보험 보장성 강화의 추진계획 및 추진방법
3. 건강보험의 중장기 재정 전망 및 운영
4. 보험료 부과체계에 관한 사항
5. 요양급여비용에 관한 사항
6. 건강증진 사업에 관한 사항
7. 취약계층 지원에 관한 사항
8. 건강보험에 관한 통계 및 정보의 관리에 관한 사항
9. 그 밖에 건강보험의 개선을 위하여 필요한 사항으로 대통령령으로 정하는 사항
The comprehensive plan shall include the following matters: 1. Basic goals and directions for health insurance policies 2. Plans and methods for strengthening health insurance coverage 3. Mid-to-long-term financial projections and operation of health insurance 4. Matters concerning the premium contribution system 5. Matters concerning medical care benefit costs 6. Matters concerning health promotion projects 7. Matters concerning support for vulnerable populations 8. Matters concerning the management of statistics and information on health insurance 9. Other matters prescribed by Presidential Decree as necessary for the improvement of health insurance
보건복지부장관은 종합계획에 따라 매년 연도별 시행계획(이하 "시행계획"이라 한다)을 건강보험정책심의위원회의 심의를 거쳐 수립ㆍ시행하여야 한다.
The Minister of Health and Welfare shall establish and implement an annual implementation plan (hereinafter referred to as "implementation plan") every year in accordance with the comprehensive plan after deliberation by the Health Insurance Policy Review Committee.
보건복지부장관은 매년 시행계획에 따른 추진실적을 평가하여야 한다.
The Minister of Health and Welfare shall evaluate the progress of the implementation plan every year.
보건복지부장관은 다음 각 호의 사유가 발생한 경우 관련 사항에 대한 보고서를 작성하여 지체 없이 국회 소관 상임위원회에 보고하여야 한다.
1. 제1항에 따른 종합계획의 수립 및 변경
2. 제3항에 따른 시행계획의 수립
3. 제4항에 따른 시행계획에 따른 추진실적의 평가
When any of the following grounds occur, the Minister of Health and Welfare shall prepare a report on related matters and report it to the standing committee of the National Assembly having jurisdiction without delay. 1. 보건복지부장관은 종합계획의 수립, 시행계획의 수립ㆍ시행 및 시행계획에 따른 추진실적의 평가를 위하여 필요하다고 인정하는 경우 관계 기관의 장에게 자료의 제출을 요구할 수 있다. 이 경우 자료의 제출을 요구받은 자는 특별한 사유가 없으면 이에 따라야 한다.
The Minister of Health and Welfare may request the submission of data from the heads of related agencies when deemed necessary for the establishment of the comprehensive plan, the establishment and implementation of the implementation plan, and the evaluation of the progress of the implementation plan according to the implementation plan. 그 밖에 제1항에 따른 종합계획의 수립 및 변경, 제3항에 따른 시행계획의 수립ㆍ시행 및 제4항에 따른 시행계획에 따른 추진실적의 평가 등에 필요한 사항은 대통령령으로 정한다.
