제4조 국가와 지방자치단체의 책무

특별자치시장, 특별자치도지사, 시장ㆍ군수ㆍ구청장(자치구의 구청장을 말한다. 이하 같다)은 관할 구역의 폐기물의 배출 및 처리상황을 파악하여 폐기물이 적정하게 처리될 수 있도록 폐기물처리시설을 설치ㆍ운영하여야 하며, 폐기물의 처리방법의 개선 및 관계인의 자질 향상으로 폐기물 처리사업을 능률적으로 수행하는 한편, 주민과 사업자의 청소 의식 함양과 폐기물 발생 억제를 위하여 노력하여야 한다. <개정 2007.8.3, 2010.7.23, 2013.7.16>
The Special Mayor, the Governor of the Special Self-Governing Province, the Mayor, the County Governor, or the Head of a District (referring to the head of an autonomous district; hereinafter the same shall apply) shall, by identifying the status of waste generation and treatment in their respective jurisdictions, install and operate waste treatment facilities so that waste can be treated appropriately, and shall efficiently perform waste treatment projects by improving waste treatment methods and enhancing the qualifications of related personnel, while endeavoring to foster the cleaning awareness of residents and businesses and to curb waste generation. <Amended by Act No. 8579, Aug. 3, 2007, Act No. 10414, July 23, 2010, Act No. 11954, July 16, 2013>
특별시장ㆍ광역시장ㆍ도지사는 시장ㆍ군수ㆍ구청장이 제1항에 따른 책무를 충실하게 하도록 기술적ㆍ재정적 지원을 하고, 그 관할 구역의 폐기물 처리사업에 대한 조정을 하여야 한다. <개정 2007.8.3>
The Mayor of the Special City, the Mayor of the Metropolitan City, or the Governor of the Province shall provide technical and financial support to ensure that the Mayor, County Governor, or Head of a District faithfully fulfills the duties under paragraph ①, and shall coordinate waste treatment projects in their respective jurisdictions. <Amended by Act No. 8579, Aug. 3, 2007>
국가는 지정폐기물의 배출 및 처리 상황을 파악하고 지정폐기물이 적정하게 처리되도록 필요한 조치를 마련하여야 한다.
The State shall identify the status of designated waste generation and treatment and take necessary measures to ensure that designated waste is treated appropriately.
국가는 폐기물 처리에 대한 기술을 연구ㆍ개발ㆍ지원하고, 특별시장ㆍ광역시장ㆍ특별자치시장ㆍ도지사ㆍ특별자치도지사(이하 "시ㆍ도지사"라 한다) 및 시장ㆍ군수ㆍ구청장이 제1항과 제2항에 따른 책무를 충실하게 하도록 필요한 기술적ㆍ재정적 지원을 하며, 특별시ㆍ광역시ㆍ특별자치시ㆍ도ㆍ특별자치도(이하 "시ㆍ도"라 한다) 간의 폐기물 처리사업에 대한 조정을 하여야 한다. <개정 2007.8.3, 2013.7.16>
The State shall research, develop, and support technologies for waste treatment, and shall provide necessary technical and financial support to the Mayor of the Special City, the Mayor of the Metropolitan City, the Special Mayor, the Governor of the Province, or the Governor of the Special Self-Governing Province (hereinafter referred to as "Mayor/Governor of a City/Province") and the Mayor, County Governor, or Head of a District, so that they faithfully fulfill the duties under paragraphs ① and ②, and shall coordinate waste treatment projects among Special Cities, Metropolitan Cities, Special Self-Governing Cities, Provinces, or Special Self-Governing Provinces (hereinafter referred to as "Cities/Provinces"). <Amended by Act No. 8579, Aug. 3, 2007, Act No. 11954, July 16, 2013>
