제48조의2(의견제출) 기후에너지환경부장관, 시ㆍ도지사 또는 시장ㆍ군수ㆍ구청장은 제39조의2, 제39조의3, 제40조제2항ㆍ제3항, 제47조의2 또는 제48조에 따른 명령을 하려면 미리 그 명령을 받을 자에게 그 이유를 알려 의견을 제출할 기회를 주어야 한다. 다만, 상수원 보호 등 환경 보전상 긴급히 하여야 하는 경우에는 그러하지 아니하다. <개정 2019.11.26, 2025.10.1>

① The Minister of Climate, Energy and Environment, the metropolitan city mayor, the provincial governor, or the head of a city, county, or district shall, prior to issuing an order under Article 39-2, Article 39-3, Article 40(2) or (3), Article 47-2, or Article 48, inform the person who will receive the order of the reasons therefor and provide an opportunity to submit an opinion. However, this shall not apply in cases where immediate action is required for environmental preservation, such as the protection of water sources. <Amended on Nov. 26, 2019, Oct. 1, 2025>
