위원장은 외국인보호위원회를 대표하고, 업무를 총괄한다.
The Chairman shall represent the Foreigners Protection Committee and oversee its affairs.

위원장이 부득이한 사정으로 직무를 수행할 수 없으면 임명일이 빠른 상임위원 순서로 그 직무를 대행하며, 상임위원의 임명일이 같은 경우에는 연장자 순서로 그 직무를 대행한다.
If the Chairman is unable to perform his/her duties due to unavoidable circumstances, a standing committee member whose appointment date is earlier shall perform the duties in his/her stead, and if the appointment dates of the standing committee members are the same, the elder shall perform the duties in his/her stead.
