제103조제1항 각 호의 심의ㆍ의결 사항을 사전에 전문적으로 검토ㆍ심의하기 위하여 운용위원회에 다음 각 호의 분야별 국민연금기금운용전문위원회(이하 "전문위원회"라 한다)를 둔다.

  1. 1. 국민연금기금투자정책전문위원회(이하 "투자정책전문위원회"라 한다)

  2. 2. 국민연금기금수탁자책임전문위원회(이하 "수탁자책임전문위원회"라 한다)

  3. 3. 국민연금기금위험관리ㆍ성과보상전문위원회(이하 "위험관리ㆍ성과보상전문위원회"라 한다)

To pre-examine and deliberate on the matters for deliberation and resolution under each subparagraph of Article 103 (1), the Management Committee shall establish National Pension Fund Management Expert Committees by field (hereinafter referred to as "Expert Committees") as follows. 1. National Pension Fund Investment Policy Expert Committee (hereinafter referred to as the "Investment Policy Expert Committee") 2. National Pension Fund Stewardship Expert Committee (hereinafter referred to as the "Stewardship Expert Committee") 3. National Pension Fund Risk Management and Performance Compensation Expert Committee (hereinafter referred to as the "Risk Management and Performance Compensation Expert Committee")

전문위원회는 제103조제1항 각 호의 사항 중 다음 각 호의 구분에 따른 사항을 검토ㆍ심의한다.

  1. 1. 투자정책전문위원회: 다음 각 목의 사항

    1. 가. 기금 운용계획에 관한 사항
    2. 나. 기금 투자 기준 및 기금 관리에 관한 사항
    3. 다. 기금 투자정책의 개발 또는 변경에 관한 사항
    4. 라. 그 밖에 기금의 투자정책에 관하여 운용위원회의 위원장, 투자정책전문위원회의 위원장 또는 투자정책전문위원회의 재적위원 3분의 1 이상이 검토ㆍ심의를 요구하는 사항

  2. 2. 수탁자책임전문위원회: 다음 각 목의 사항

    1. 가. 주주권 행사의 원칙ㆍ기준ㆍ방법ㆍ절차에 관한 사항
    2. 나. 국내외 자산운용사에 위탁하여 운용하는 주식의 의결권 위임에 관한 사항
    3. 다. 제102조제4항에 따른 증권의 매매 및 대여 대상과 관련한 환경ㆍ사회ㆍ지배구조 등의 고려에 관한 사항
    4. 라. 그 밖에 기금의 수탁자 책임에 관하여 운용위원회의 위원장, 수탁자책임전문위원회의 위원장 또는 수탁자책임전문위원회의 재적위원 3분의 1 이상이 검토ㆍ심의를 요구하는 사항

  3. 3. 위험관리ㆍ성과보상전문위원회: 다음 각 목의 사항

    1. 가. 기금 운용 위험관리에 관한 사항
    2. 나. 기금 운용 성과에 따른 보상에 관한 사항
    3. 다. 기금 운용 현황의 점검 및 그 결과에 따른 정책제언에 관한 사항
    4. 라. 그 밖에 기금의 위험관리ㆍ성과보상에 관하여 운용위원회의 위원장, 위험관리ㆍ성과보상전문위원회의 위원장 또는 위험관리ㆍ성과보상전문위원회의 재적위원 3분의 1 이상이 검토ㆍ심의를 요구하는 사항

The Expert Committees shall examine and deliberate on matters among those referred to in each subparagraph of Article 103 (1) according to the following classifications. 1. Investment Policy Expert Committee: Matters under the following items. a. Matters concerning the fund management plan. b. Matters concerning fund investment standards and fund management. c. Matters concerning the development or modification of fund investment policy. d. Other matters concerning the fund's investment policy that the Chairperson of the Management Committee, the Chairperson of the Investment Policy Expert Committee, or at least one-third of the standing members of the Investment Policy Expert Committee requests to examine and deliberate on. 2. Stewardship Expert Committee: Matters under the following items. a. Matters concerning the principles, standards, methods, and procedures for exercising shareholder rights. b. Matters concerning the delegation of voting rights for stocks entrusted to domestic and foreign asset management companies. c. Matters concerning the consideration of environmental, social, and governance (ESG) factors related to the subjects of securities trading and lending under Article 102 (4). d. Other matters concerning the fund's stewardship that the Chairperson of the Management Committee, the Chairperson of the Stewardship Expert Committee, or at least one-third of the standing members of the Stewardship Expert Committee requests to examine and deliberate on. 3. Risk Management and Performance Compensation Expert Committee: Matters under the following items. a. Matters concerning fund management risk management. b. Matters concerning compensation based on fund management performance. c. Matters concerning the inspection of fund management status and policy recommendations based on the results thereof. d. Other matters concerning the fund's risk management and performance compensation that the Chairperson of the Management Committee, the Chairperson of the Risk Management and Performance Compensation Expert Committee, or at least one-third of the standing members of the Risk Management and Performance Compensation Expert Committee requests to examine and deliberate on.

기금 관련 담당부서는 전문위원회의 요구에 따라 회의에 필요한 자료를 사전에 제출하여야 한다. <신설 2023.6.13>

전문위원회의 구성 및 운영 등에 필요한 사항은 대통령령으로 정한다. <개정 2023.6.13>

Matters necessary for the composition and operation of the Expert Committees shall be determined by Presidential Decree. <Amended by Act No. 18902, Jun. 13, 2023>
