법 제37조의2제1항 단서에서 "대통령령으로 정하는 불가피한 사유"란 다음 각 호의 모두에 해당하는 것을 말한다. <개정 2021.6.8>

1. 수급자격자가 제65조제8호에 해당하는 사람으로서 그 수급자격자가 금융기관을 이용할 수 없는 지역에 거주하는 사람일 것
2. 제1호의 사유로 실업급여의 신청일부터 14일 이내에 수급자격자에게 금융기관을 통하여 실업급여를 지급하는 것이 불가능할 것

The "unavoidable reasons prescribed by Presidential Decree" in the proviso to Article 37-2 (1) of the Act shall mean all of the following. <Amended 2021.6.8> 1. The person qualified to receive benefits falls under Article 65 (8) and resides in an area where the person qualified to receive benefits cannot use financial institutions. 2. It is impossible to pay unemployment benefits to the person qualified to receive benefits through financial institutions within 14 days from the date of application for unemployment benefits due to the reason in subparagraph 1.

직업안정기관의 장은 법 제37조의2제1항 단서에 따라 정보통신장애나 제1항의 사유로 인하여 실업급여를 법 제37조의2제1항 본문에 따른 수급자격자 명의의 지정된 계좌(이하 "실업급여수급계좌"라 한다)로 이체할 수 없을 때에는 해당 실업급여 금액을 수급자격자에게 직접 현금으로 지급할 수 있다.

The head of the employment security office may directly pay unemployment benefits in cash to the person qualified to receive benefits when it is impossible to transfer the unemployment benefits to the designated account in the name of the person qualified to receive benefits (hereinafter referred to as "unemployment benefit recipient account") under the main sentence of Article 37-2 (1) of the Act due to information and communication failures or the reasons in paragraph ①, pursuant to the proviso to Article 37-2 (1) of the Act.

직업안정기관의 장은 제61조에 따라 수급자격 인정신청을 한 사람에게 신청인이 원하는 경우에는 해당 실업급여를 실업급여수급계좌로 받을 수 있다는 사실을 안내하여야 한다.

The head of the employment security office shall, upon request from the applicant, inform the person who has applied for recognition of qualification to receive benefits under Article 61 that the unemployment benefits can be received into the unemployment benefit recipient account.
