①

기금의 운용에 관한 다음 사항을 심의ㆍ평가하기 위하여 운용위원회에 국민연금기금운용실무평가위원회(이하 "실무평가위원회"라 한다)를 둔다.

  1. 1. 기금 운용 자산의 구성과 기금의 회계 처리에 관한 사항

  2. 2. 기금 운용 성과의 측정에 관한 사항

  3. 3. 기금의 관리ㆍ운용과 관련하여 개선하여야 할 사항

  4. 4. 운용위원회에 상정할 안건 중 실무평가위원회의 위원장이 필요하다고 인정한 사항

  5. 5. 그 밖에 운용위원회에서 심의를 요청한 사항

In order to deliberate and evaluate the following matters concerning the management of the fund, the Management Committee shall establish the National Pension Fund Management Performance Evaluation Committee (hereinafter referred to as the “Performance Evaluation Committee”). 1. Matters concerning the composition of fund management assets and accounting treatment of the fund 2. Matters concerning the measurement of fund management performance 3. Matters that need to be improved in relation to the management and operation of the fund 4. Matters that the Chairperson of the Performance Evaluation Committee deems necessary among the agenda items to be submitted to the Management Committee 5. Other matters requested for deliberation by the Management Committee

실무평가위원회는 위원장인 보건복지부차관, 위원 중에서 호선하는 부위원장 및 위원장이 위촉하는 다음 각 호의 위원으로 구성한다. <개정 2008.2.29, 2010.1.18>

  1. 1. 운용위원회의 위원 중 제103조제2항에 따른 위원장과 당연직 위원(공단이사장은 제외한다)이 각각 지명하는 소속 부처의 3급 국가공무원 또는 고위공무원단에 속하는 일반직 공무원

  2. 2. 사용자를 대표하는 위원으로서 사용자 단체가 추천하는 자 3명

  3. 3. 근로자를 대표하는 위원으로서 노동조합을 대표하는 연합단체가 추천하는 자 3명

  4. 4. 지역가입자를 대표하는 위원으로서 다음의 자

    1. 가. 농어업인 단체가 추천하는 자 2명
    2. 나. 농어업인 외의 자영자 관련 단체가 추천하는 자 2명
    3. 다. 소비자단체와 시민단체가 추천하는 자 2명

  5. 5. 국민연금제도와 국민연금기금 운용에 관한 학식과 경험이 풍부한 자 2명

The Performance Evaluation Committee shall be composed of the Chairperson, who is the Vice Minister of Health and Welfare, a Vice Chairperson elected by and from among the members, and the following members appointed by the Chairperson. 1. Officials of Grade 3 or higher in the civil service, or general public officials belonging to the Senior Civil Service, from each ministry, as designated by the Chairperson and ex officio members (excluding the Chairman of the Corporation) among the members of the Management Committee, in accordance with Article 103 (2). 2. Three persons recommended by employer organizations, representing employers. 3. Three persons recommended by federations representing labor unions, representing workers. 4. Persons representing insured individuals in regions, as follows: a. Two persons recommended by farmers' and fishermen's organizations. b. Two persons recommended by organizations related to self-employed individuals other than farmers and fishermen. c. Two persons recommended by consumer organizations and civic organizations. 5. Two persons with rich knowledge and experience in the national pension system and national pension fund management.

제2항제2호부터 제4호까지의 규정에 따라 각 단체가 위원을 추천하려면 다음 각 호의 어느 하나에 해당하는 자 중에서 추천하여야 한다. <개정 2011.7.21>

  1. 1. 변호사 또는 공인회계사의 자격이 있는 자

  2. 2. 사회복지학ㆍ경제학 또는 경영학 등을 전공하고 「고등교육법」에 따른 대학에서 조교수 이상의 직(職)에 3년 이상 재직 중인 자

  3. 3. 사회복지학ㆍ경제학 또는 경영학 등의 박사학위를 가진 자로서 연구기관이나 공공기관에서 3년 이상 재직한 경력이 있는 자

If organizations are to recommend members pursuant to subparagraphs 2 through 4 of paragraph ②, they shall recommend from among persons who fall under any of the following subparagraphs. 1. Persons with qualifications as a lawyer or certified public accountant. 2. Persons who have majored in social welfare, economics, business administration, or similar fields, and have served as an assistant professor or higher for at least three years at a university under the Higher Education Act. 3. Persons who hold a doctoral degree in social welfare, economics, business administration, or similar fields and have at least three years of experience working in research institutions or public institutions.

위원의 임기는 2년으로 하고, 중임할 수 있다. 다만, 위원장 및 공무원인 위원의 임기는 그 재임 기간으로 한다.

The term of office for members shall be two years, and they may be reappointed. However, the term of office for the Chairperson and members who are public officials shall be their term of service.

기금 관련 담당부서는 실무평가위원회의 요구에 따라 회의에 필요한 자료를 사전에 제출하여야 한다.

The department responsible for the fund shall submit necessary materials in advance for meetings upon request of the Performance Evaluation Committee.

실무평가위원회는 기금 운용에 관한 평가 결과를 다음 연도 6월 말까지 운용위원회에 제출하여야 한다.

The Performance Evaluation Committee shall submit the evaluation results concerning fund management to the Management Committee by the end of June of the following year.

실무평가위원회의 구성 및 운영 등에 필요한 사항은 대통령령으로 정한다.

Matters necessary for the composition and operation of the Performance Evaluation Committee shall be prescribed by Presidential Decree.
