Article 12 (Designation, Abolition, and Management of Child Protection Zones)

Where the head of an administrative agency, etc. deems it necessary to protect children from the risk of traffic accidents, he or she may designate a certain section of the road around facilities or places falling under any of the following subparagraphs as a child protection zone and limit the speed of motor vehicles, etc. and trams to 30 kilometers per hour or less. <Amended by Act No. 11692, Mar. 23, 2013, Act No. 12294, Jan. 28, 2014, Act No. 12843, Nov. 19, 2014, Act No. 13432, Jul. 24, 2015, Act No. 14850, Jul. 26, 2017, Act No. 15487, Mar. 27, 2018, Act No. 18511, Oct. 19, 2021, Act No. 19292, Apr. 18, 2023> 1. Kindergartens under Article 2 of the 「Kindergarten Education Act」, elementary schools or special schools under Articles 38 and 55 of the 「Elementary and Secondary Education Act」 2. Childcare centers under Article 10 of the 「Infant Care Act」, among those prescribed by the Ministry of the Interior and Safety Ordinance. 3. Academies under Article 2 of the 「Act on the Establishment and Operation of Academies and the Tutoring of Private Lessons」, among those prescribed by the Ministry of the Interior and Safety Ordinance. 4. Schools for foreigners or alternative schools under Articles 60-2 or 60-3 of the 「Elementary and Secondary Education Act」, alternative education institutions under Article 2 (2) of the 「Act on Alternative Education Institutions」, international schools under Article 223 of the 「Special Act on the Establishment of Jeju Special Self-Governing Province and the Creation of International Free City」, and foreign educational institutions under Article 2 (2) of the 「Act on the Establishment and Operation of Foreign Educational Institutions in Economic Free Zones and Jeju International Free City」, which have kindergarten or elementary school curricula. 5. Other facilities or places designated by ordinance as places where children frequently pass by.

Drivers of motor vehicles or trams shall comply with the measures under paragraph ① in child protection zones and drive with due care for the safety of children. <Amended by Act No. 15487, Mar. 27, 2018>

The head of an administrative agency, etc. shall prioritize the installation of the following facilities or equipment for the safety of children in child protection zones designated under paragraph ①, or request the installation of such facilities or equipment to the competent road management authority. <Newly Added by Act No. 17033, Dec. 24, 2019, Amended by Act No. 19292, Apr. 18, 2023, Amended by Act No. 19563, Jan. 30, 2024> 1. Traffic signals at crosswalks located on arterial roads closest to the main entrance of the facility designated as a child protection zone. 2. Safety signs regarding speed limits, crosswalks, starting points, and ending points. 3. Facilities for preventing speeding and facilities for preventing vehicles from skidding among the appurtenances of roads under Article 2 (2) of the 「Road Act」. 3-2. Protective barriers. 4. Other facilities or equipment prescribed by a joint ordinance of the Ministry of Education, the Ministry of the Interior and Safety, and the Ministry of Land, Infrastructure and Transport.
