제31조에 따라 외국인등록을 받은 지방출입국ㆍ외국인관서의 장은 대통령령으로 정하는 바에 따라 그 외국인에게 외국인등록증을 발급하여야 한다. 다만, 그 외국인이 17세 미만인 경우에는 발급하지 아니할 수 있다. <개정 2014.3.18>
The head of the local immigration or foreigner office who has received an alien registration under Article 31 shall issue an alien registration card to that foreign national, as prescribed by Presidential Decree. Provided, That it need not be issued where the foreign national is under 17 years of age. <Amended on Mar. 18, 2014>
제1항 단서에 따라 외국인등록증을 발급받지 아니한 외국인이 17세가 된 때에는 90일 이내에 체류지 관할 지방출입국ㆍ외국인관서의 장에게 외국인등록증 발급신청을 하여야 한다. <개정 2014.3.18>
Where a foreign national who has not been issued an alien registration card under the proviso to paragraph (1) reaches 17 years of age, they shall apply for issuance of an alien registration card to the head of the local immigration or foreigner office having jurisdiction over their place of stay within 90 days. <Amended on Mar. 18, 2014>

The head of the local immigration or foreigner office may issue, to a foreign national issued an alien registration card under paragraph (1), a mobile alien registration card having the same effect as the alien registration card (meaning an alien registration card installed in encrypted form on a mobile telecommunications terminal under subparagraph 20 of Article 2 of the Telecommunications Business Act; hereinafter the same shall apply). <Newly Inserted on Jun. 13, 2023; Jan. 21, 2025>
법무부장관은 법무부령으로 정하는 바에 따라 모바일외국인등록증 발급 등을 위하여 정보시스템을 구축ㆍ운영할 수 있다. <신설 2023.6.13>
