제4조 국민연금 재정 계산 및 장기재정균형 유지

이 법에 따른 급여 수준과 연금보험료는 국민연금 재정이 장기적으로 균형을 유지할 수 있도록 조정(調整)되어야 한다.
The benefit level and pension insurance premium under this Act shall be adjusted to maintain the long-term financial balance of the National Pension.
보건복지부장관은 대통령령으로 정하는 바에 따라 5년마다 국민연금 재정 수지를 계산하고, 국민연금의 재정 전망과 연금보험료의 조정 및 국민연금기금의 운용 계획 등이 포함된 국민연금 운영 전반에 관한 계획을 수립하여 국무회의의 심의를 거쳐 대통령의 승인을 받아야 하며, 승인받은 계획을 해당 연도 10월 말까지 국회에 제출하여 소관 상임위원회에 보고하고, 대통령령으로 정하는 바에 따라 공시하여야 한다. 다만, 급격한 경기변동 등으로 인하여 필요한 경우에는 5년이 지나지 아니하더라도 새로 국민연금 재정 수지를 계산하고 국민연금 운영 전반에 관한 계획을 수립할 수 있다. <개정 2008.2.29, 2010.1.18, 2020.12.29>
The Minister of Health and Welfare shall, every five years, calculate the financial balance of the National Pension and establish a plan concerning the overall operation of the National Pension, including the financial outlook of the National Pension, adjustment of pension insurance premiums, and the operation plan of the National Pension Fund, in accordance with the Presidential Decree. This plan shall be submitted to the National Assembly for report to the competent standing committee by the end of October of the relevant year, and publicly announced in accordance with the Presidential Decree, after deliberation by the State Council and approval by the President. However, if necessary due to abrupt economic fluctuations, etc., the financial balance of the National Pension may be recalculated, and a plan concerning the overall operation of the National Pension may be established even if five years have not passed. <Amended by Act No. 9425, Feb. 29, 2008; Act No. 9931, Jan. 18, 2010; Act No. 17757, Dec. 29, 2020.>
이 법에 따른 연금보험료, 급여액, 급여의 수급 요건 등은 국민연금의 장기재정 균형 유지, 인구구조의 변화, 국민의 생활수준, 임금, 물가, 그 밖에 경제사정에 뚜렷한 변동이 생기면 그 사정에 맞게 조정되어야 한다. <개정 2014.1.14>
The pension insurance premium, benefit amount, eligibility for benefits, etc. under this Act shall be adjusted to suit the circumstances if there are significant changes in the maintenance of long-term financial balance of the National Pension, demographic structure, living standards of the people, wages, prices, or other economic conditions. <Amended by Act No. 12205, Jan. 14, 2014.>
